A Twitch clip is a slice of the stream between 5 and 60 seconds long. It is made from the moment you press the button, so you have to be watching when the moment happens - or find it again in the past broadcast.
Anyone watching can clip a Twitch stream with the Clip button, on desktop or in the app. That gives you up to 60 seconds, in the stream's own wide frame. Everything past that - the best minute out of six hours, a vertical version for TikTok, captions - is a different job.

You do not need to be the streamer. Press the Clip icon in the player or type /clip in chat; in the mobile app, tap the video, then the clip icon, and set the window. A streamer can limit who is allowed to clip their channel.
Past broadcasts are kept for 7 days on most channels, 14 for Affiliates and 60 for Partners, Turbo and Prime. If a moment you want is in last week's stream, clip it before the VOD is gone.

The Clip button is there so viewers can share moments, and the clips stay on Twitch, credited to the channel. Downloading a stream and reposting it elsewhere is another matter: that is the streamer's content, and the safe way to do it is through a streamer who invites clippers, usually through a clipping campaign that pays per view.
